Job description
The Mount Joy Borough Authority (Equal Opportunity Employer) is seeking applications for the position of Water & Sewer Maintenance Technician. Candidates that have experience operating heavy equipment, including but not limited to backhoe, track hoe, skid loader, and wheel loader in the water/sewer utility infrastructure industry are preferred, but experience not required. Knowledge of the installation of new water/sewer mains along with knowledge of existing utility work including but not limited to repairs is beneficial as well. Previous mechanical or technical skills relating to a field that can be essential to a water/wastewater facility is beneficial.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Repair distribution and collection system lines in service area; respond to calls; prepare equipment for project; excavate to find problem section; expose and clean the pipe, fix the break or replace the pipe, backfill and repair the surface.
Perform new water and sewer line service tap installation and place saddle on main line.
Perform new water main installation including tie-ins to existing mains and service line taps.
Inspect water main lines to determine who is tied into water main; turn valves to determine and update maps; flush fire plugs and perform flow test.
Check plant, booster and pump stations on regular and rotating weekend schedule; run generators, check pumps; log down hours of pumps.
Perform the duties and responsibilities of a wastewater or water treatment plant operator in accordance with level of training and certification.
May read water meters; may repair or replace water meter, receive request, prepare records.
Perform routine service maintenance on vehicles and equipment.
Respond to PA One Calls; mark streets and homeowner properties for digging around water and sewer lines.
Assist with mowing and snow clearing around plants and pump stations.

Any combination of education and experience which indicates possession of the skills, knowledge and abilities listed below. An example of acceptable qualifications for this position is ability to obtain certification for either wastewater or water treatment plant operations and laborer experience. Possession of and the ability to maintain the following is required:

A valid PA motor vehicle license and a PA Commercial Driver’s License (CDL), minimum Class B with Air Brake & Tanker Endorsement.
This requirement for a CDL may be waived by the Authority Manager as a reasonable accommodation by the Authority if a candidate is otherwise qualified for the position but suffers from a medical condition which prevents the candidate from securing a CDL. In such instances, the candidate’s medical condition must be confirmed to the Authority via written correspondence from the candidate’s doctor to be eligible for the waiver of the CDL requirement.
Knowledge

Thorough knowledge of sanitary and sewer lines maintenance practices and procedures. *
Thorough knowledge of wastewater or water treatment plant operating standards outlined in NPDES permit guidelines, municipal, state and federal regulations.
Thorough knowledge of safety practices and procedures.
Thorough knowledge of department policies and procedures.
Skills

Operation of manual and pneumatic tools (e.g. air and gasoline tamper, air hammer, pick, shovel, masonry tools, jackhammer)
Operation of light, medium and heavy equipment.
Abilities

Ability to cooperate with co-workers as a member of a team.
Ability to work independently but remain flexible in accordance with demands of schedule and work team in order to achieve unit objectives.
Ability to adhere to safety standards and recognize safety warnings and hazards.
Ability to demonstrate physical fitness, to include frequent weightlifting of up to 50 lbs., standing and walking for long periods of time, bending and reaching; pushing and pulling.
Ability to demonstrate clear vision and sound hearing to avoid possible hazards, including moving vehicle and equipment.
Ability to perform manual tasks or operate equipment for extended periods of time in possible adverse weather conditions.
Ability to demonstrate polite and courteous manner toward the general public.
Working Conditions

Work is frequently performed around hazardous machinery and can involve some threat to personal safety if safety standards are not observed. Work occasionally is performed in inclement weather. Work involves responding to emergencies on a twenty-four hour basis, and rotating on-call schedule.
